Serving as an arbitrator, mediator, receiver, and court-appointed special master.

1988-2009 Associate Justice, Superior Court, State of Rhode Island

Responsible for civil and criminal trials with extensive experience on all calendars of the Superior Court.  Multi-year experience administering the civil pre-trial and trial calendars for Providence County encompassing dispute resolution initiatives in advance of cases being reached for trial. Retired, April 2009.

06/2003-03/2009: Chairman of the Commission on Judicial Tenure and Disciplinewith responsibility for the investigation and remediation of judicial misconduct.

1986-1988 Director of Business Regulation, State of Rhode Island

Responsible for licensing and regulation of the insurance and banking industries and miscellaneous professional and business activities. In such capacity, served as the Banking Commissioner, the Insurance Commissioner and ex-officio member of numerous boards.
